Government Contracting Consultant and Instructor
A 20-year veteran of the United States Army, Tom Larkin has over 35 years’ experience in planning, executing, and administering government contracts in variety of positions as Contracting Officer and Administrative Contracting Officer. At the Tank and Automotive Command, he served as a contract specialist and Procuring Contracting Officer purchasing spare parts and tank engines with an annual obligation of over $68M. As the Administrative Contracting Officer at the Detroit Tank Arsenal (Tank Production Facility) he oversaw the $2.1 Billion production contract for the M1Abrams Main Battle Tank. Moving from “practitioner” to Educator, Tom became a faculty member as an Assistant Professor of Contracting at the Air Force Institute of Technology instructing Government employees how to perform purchasing functions. He later participated in the startup and development of Defense Acquisition University.
Later in his career, he completed 10 years of service with the Georgia Tech Procurement Technical Assistance Center (GTPAC) as an educator and business counselor for over 4500 Georgia businesses concerning how to navigate the bidding process in providing goods and services to local, State, and Federal Agencies or municipalities. Businesses receiving this assistance received as a Prime Vendor or Subcontractor over $550M in contract awards.
Tom is currently the Contracting Ninja for the Government Small Business Training Program for Land of Opportunity Training.
